NOTICE OF CATEGORICAL EXCLUSION

NOTICE TO ALL INTERESTED PERSONS


The Department of Environmental Protection has issued an updated categorical exclusion in compliance with Section C of the State of Maine’s Clean Water State Revolving Fund rules, Chapter 595, on behalf of the City of Belfast to exempt a proposed action from the substantive environmental review requirements.

The proposed action is to replace existing deteriorated six-inch and eight-inch asbestos cement and vitrified clay sanitary sewer lines with new eight-inch PVC sewer lines on sections of High Street, Church Street, Pearl Street, Court Street, Pine Street, Cedar Street, Field Street, Vine Street, Water Street, River Avenue, Waldo Avenue, and a short cross-country sewer run between High Street and Water Street.

An updated review of the proposed action by the DEP has indicated that it still meets the criteria for a Categorical Exclusion. Specifically, the proposed action is directed solely toward the rehabilitation, minor upgrading, and minor expansion of existing facilities. This exclusion may be revoked at any time if any of the criteria used for its issuance are violated.

Further records in regard to the project are on file and are available for public review during the hours of 8:00 AM and 6:00 PM, Monday through Thursday, at the City of Belfast’s Planning & Codes Department, top floor, Belfast City Hall, 131 Church Street, Belfast, Maine, and upon request via email to Jonathan Rice at jonathan.e.rice@maine.gov. Comments relative to this decision may be submitted to the City or DEP within fifteen days.
