Construct New Runway 15 Partial Parallel Taxiway (Approx. 2,200’ x 25’ - Base Bid); and Runway 33 Bypass Taxiway (Approx. 464’ x 25’ - Additive Alternate No. 1)

Sealed bid Proposals for the above referenced project at the Belfast Municipal Airport will be accepted at City of Belfast, City Hall, 131 Church Street, Belfast, Maine 04915, Office of the City Manager, first floor, until 3:00 p.m. prevailing time on Monday, April 2, 2018 at which time, in the first floor conference room, all bids received will be publicly opened and read aloud. Bids received after this time will not be accepted. The time of receiving and opening bids may be postponed due to emergencies and unforeseen conditions. Bids must be submitted in a SEALED envelope.
The Belfast Municipal Airport is located at 22 Wright Brothers Drive, Belfast, Maine 04915.
The work includes a Base Bid which includes the construction of a partial parallel taxiway that will extend from the existing apron down to the runway 15 threshold. This new construction will include but is not limited to: installation and maintenance of construction erosion control best management practices; unclassified excavation, ledge excavation / blasting; installation of subbase material, base material, geotextiles, pavement, and new pavement markings; installation of new taxiway edge lighting (lights, cables, and conduit) and taxiway signs, removal of existing REILS, and installation of new REILS; installation of new drainage system, including rip rap, pipes, and catch basins; restoration of growth to disturbed areas, and all other incidental items for a completed project.
An Additive Alternate which includes the construction of a bypass taxiway on the Runway 33 end approximately 187’ from the Runway 33 threshold. The new construction will include but is not limited to: installation and maintenance of construction erosion control best management practices; unclassified excavation, installation of subbase material, base material, geotextiles, pavement and new pavement markings; installation of new taxiway edge lighting (light, cables, and conduit) and taxiway signs; installation of new drainage system, including rip rap, pipes, and catch basins; restoration of growth to disturbed areas, and all other incidental items for a completed project.
All bids must be accompanied by a 5% Proposal Surety (Bid Bond or other instrument as described in the Instructions to Bidders).
Paper copies of Plans, Specifications, and Sample Proposals may be obtained from McFarland Johnson, Inc. as outlined below for a $400.00 fee ($250.00 Printing costs and $150.00 overnight shipping). Checks must be Certified or Bank Checks made payable to McFarland Johnson, Inc. Do not send plan requests or payments to the Owner. Plans may be downloaded electronically for free.

Addendums and other additional or revised Contract Documents will be available on the website ONLY and it is the Bidder’s sole responsibility to check the website for additions or revisions up to the day prior to the due date for Proposals listed above. Addendums and other additional or revised Contract Documents will not be transmitted directly to Bidders or Plan Holders.
All work under this project must comply with Davis-Bacon Act regulations as described in the Contract Documents. Federal Wage Rates are included in the Contract Documents. A successful Bidder entering into a contract for any portion of the work included in a proposal shall provide the Owner sufficient surety in the form of 100% Performance and Payment Bonds as outlined in the Supplemental General Provisions.
The Owner will not discriminate against any bidder because of race, color, religion, sex, or national origin. The Contractor agrees to comply with pertinent statutes, Executive Orders and such rules as are promulgated to ensure that no person shall, on the grounds of race, creed, color, national origin, sex, age, or disability be excluded from participating in any activity conducted with or benefiting from Federal assistance.
DISADVANTAGED BUSINESS ENTERPRISE (DBE): The requirements of 49 CFR part 26 apply to this contract. It is the policy of the City of Belfast, Maine at the Belfast Municipal Airport to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership.
The Contractor must comply with the Federal DBE, Small Business, Equal Employment Opportunity (EEO), and Affirmative Action Requirements contained within the Contract Documents. The bidder agrees to comply with 49 USC § 50101, which provides that Federal funds may not be obligated unless all steel and manufactured goods used in AIP funded projects are produced in the United States, unless the Federal Aviation Administration has issued a waiver for the product; the product is listed as an Excepted Article, Material or Supply in Federal Acquisition Regulation subpart 25.108; or is included in the FAA Nationwide Buy American Waivers Issued list.
The City of Belfast, Maine, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The City of Belfast, Maine complies with the Drug Free Workplace requirements in 49 CFR Part 29.
The right is reserved to reject any or all bids, to waive any formality and any and all technicalities in bids and to accept such bids as may be deemed in the best interest of the awarding agency.
