CITY OF BELFAST - WASTEWATER TREATMENT PROJECT

SUMMARY OF COUNCIL ORDER AND NOTICE OF PUBLIC HEARING 

Notice is hereby given that a public hearing will be held at 7:00 p.m. in the City Council Chambers, City Building, Belfast, Maine, on July 7, 2009, for the purpose of taking testimony and comment from the public with respect to the proposed issuance of a general obligation bond to be issued by the City of Belfast in a principal amount not to exceed $3,000,000 to the Maine Municipal Bond Bank (the “Bond”), the proceeds to be used for the purpose of financing improvements to the wastewater treatment and collection system in the City, including but not limited to influent pump replacement and disinfection (the “Project”).  The City Council will consider adoption of an Order immediately following the close of the public hearing, which order authorizes the issuance of the Bond in the principal amount not to exceed $3,000,000.  Copies of the order are available during normal business hours at the office of the City Clerk and are posted at Belfast City Hall and Belfast Free Library, as well as on the City of Belfast web site www.cityofbelfast.org.  All interested members of the public are invited to attend and written comments may be submitted to the City Clerk.

Confirm the City Manager’s appointment of Carrie Jodrie and Logan Clark as members of the Belfast Ambulance Service, as recommended by Fire Chief Jim Richards. 

            2) Confirm the reappointments of John Holmes and Alden Johnson as members of the Belfast Free Library Board of Trustees, for three year terms, as recommended by Library Director Steve Norman             

B) Request by American Veterans (Amvets) to sell sealed tickets in City Park during their encampment weekend, July 31st to August 2nd, 2009.  

C)  Discussion of a request by Heaven Sent Thrift Store to hold three sidewalk sales, and close off two parking spots for each of these event 

D) Discussion of a request by Andy’s Curbside Grill to locate a lunch wagon in Heritage Park.    

E) Discussion and possible action on Swan Lake Avenue traffic concerns. (Baker) 

F) Introduction of proposed amendment to City Code of Ordinances, Chapter 102, Zoning, Article V, District Regulations, Division 27, Route 137 Commercial District, to allow manufactured housing in the section of the zoning district that is located westerly of Merriam Drive.  Recommendation of Belfast Planning Board.  (Marshall) 

G) Discussion and possible action on a request by Assessor Robert Whiteley to hire a temporary, part-time lister for the assessing office.   

H)  Second and final reading a council order authorization and financing of general obligation  wastewater bonds in a principal amount not to exceed $3,000,000.00 

I)  Further discussion on Economic Development work sessions. 

J)  Consideration of the creation of a Belfast Recycling Committee. (Lee)
